Compensatory Work Program (PWC)

The Compensatory Work Program (PWC) is a program of the Ministry of Justice that allows individuals who are unable to pay a fine to settle it in an alternative way by completing a number of work hours within community organizations or municipalities.

S.A.C.O. (Service Action Communautaire Outaouais) is the officially designated reference organization responsible for administering the program in Region 07, which includes the judicial district of Outaouais, Pontiac, and Labelle.

Am I eligible?

You must demonstrate that you are unable to pay your fine:

  • within the initial period granted
  • or within the additional time
  • limit
  • or by deferred payments

After analyzing your financial situation, a provincial or municipal court fine collector may offer you the Compensatory Work Program

  • For provincial or federal fines, you should contact the Regional Offences and Fines Office (BRIA) at 1-877-263-6337.
  • Municipal fines are processed by the fine collector in each city.



The program is intended for persons aged 18 and over who have received a fine:

  • provincial or municipal
  • federal
  • related to a law, regulation or the Criminal Code

Participation in the Compensatory Work Program

When a citizen is convicted by a municipal or provincial court, the person appointed to collect ensures the recovery of the amounts due. It refers to the reference body, through a process established in the Code of Criminal Procedure, persons eligible for the compensatory work program

Citizens who undertake to perform compensatory work must, within 72 hours, contact the placement agent at the reference organization (Service Action Communautaire Outaouais (SACO)). An interview to specify where, when and how the citizen will have to carry out compensatory work

.

He must then satisfactorily perform the required number of hours of work and comply with all the obligations set out in the agreement. Citizens must respect the rules of the host organization and warn if they cannot show up to do their work.



If the citizen does not comply with the obligations in the work plan or if he does not collaborate properly, the sponsor of the host organization may end the work plan at any time and inform the representative of the reference organization. The citizen is then likely to be incarcerated

.



🚫 Any form of consumption (alcohol, drugs or other substances) is strictly prohibited during compensatory work hours. Any violation of this rule will result in penalties.
